DVR Signal is designed to compare an accurately sourced process baseline with reported experiences without turning every disagreement or delay into an automatic legal conclusion.
Evidence classes
- Verified legal requirement
- Current statute or regulation reviewed at a pinpoint section.
- Agency policy
- DVR or DSHS operational policy or manual guidance; not automatically a statute or regulation.
- Participant report
- What a participant says happened; not independently verified by the report alone.
- Document-verified fact
- A document verifies the fact it establishes, not every allegation or interpretation around it.
- Agency response
- A response or position taken by the agency.
- Adjudicated finding
- A finding made in an applicable adjudicative process, within the scope of that decision.
Survey representativeness
Any future survey will be a voluntary respondent sample. DVR Signal will not imply that percentages from that sample represent all Washington DVR participants.
