Washington DVR rules allow more than one dispute-resolution route in some situations. This tool organizes those routes without ranking them, predicting outcomes, or automatically submitting anything.

Informal DVR assistance / case review
WAC 388-891A-0215 allows assistance from the DVR counselor, supervisor, director/designee, or CAP. Current DVR guidance also describes a case-review route. This route is not treated as tolling the fair-hearing deadline.

Client Assistance Program (CAP)
CAP is independent of DVR. Washington rules say CAP may provide information and advocacy, attempt informal resolution, and may represent a participant in mediation or a fair hearing. CAP services are available at no cost under the WAC.

Mediation is voluntary. Washington permits mediation and a fair hearing to be requested at the same time. Mere participation in mediation is not presented as pausing or extending the hearing filing deadline.

Fair hearing
A fair hearing is conducted by an OAH administrative law judge. WAC 388-891A-0255 requires a written request to OAH and sets the filing rule at 45 calendar days from the date the DVR counselor issues the decision.
Deadline arithmetic is intentionally handled by the separate deadline tool so this route comparison does not silently duplicate or diverge from that logic.

General complaint / constituent concern
Current DVR guidance distinguishes general complaints about DVR or staff from fair hearings about specific service decisions. A complaint does not automatically replace or preserve a separate fair-hearing right.

Current DVR guidance describes an exception-to-rule route, but V1B-05 does not treat it as a substitute for mediation or fair-hearing rights. The underlying exception-to-rule legal logic requires its own review before automation.
